BMCD chart access ended 2026-10-11, so both bump jobs can only fail. Removes notify-chart-dev.yml, the notify-chart-prod job in verify-release.yml, and notify-chart-bump.sh; verify-release keeps the is-it-live check. Docs updated.

After merge (yours, in settings): delete repo secret CHART_GITHUB_TOKEN and variable CHART_REPO.

ci: remove the downstream chart chain (notify-chart-dev + notify-chart-prod) ... 073647975c

Both jobs bumped the BMCD chart (develop on a beta cut, main on a stable
tag). That access ended 2026-10-11, so every merge and tag push since has
run a job that can only fail. Removed: notify-chart-dev.yml, the
notify-chart-prod job in verify-release.yml, and notify-chart-bump.sh
(their only caller). verify-release keeps its one remaining job: the
tagged version must be live on zddc.varasys.io.

Docs: AGENTS.md cut-to-dev paragraph replaced by what is true now (no
downstream deployment; beta = gated snapshot, lands by PR), mirror
recovery keeps only the mirror retry; release recipe updated to the PR
flow; ARCHITECTURE.md + CLAUDE.md drop the chart references.

Repo secret CHART_GITHUB_TOKEN and variable CHART_REPO are now unused.
